Here is an example of a starting plan for the EMP race - Tyrinius. The scanning of orbitals is based on averages, so they may very a bit in the process. You will have to adapt to that situation yourself. This plan is merely meant to help out those people that dont know how to start. It is always possible to go another way then mentioned in this tickplan.
For the EMP race it is vital that they get their frigate class ships asap, since their fighters and corvettes cannot defend against incoming roiders properly. Try to get defense while not having stingers, else build a couple of lotus corvettes to defend.
